Can we set different limits for different people?
Yes. Field staff who need data all day and office staff who barely use it shouldn't be on the same cap. Limits are set per user or per group.
What happens when someone hits their cap?
That's your choice. It can warn them and keep working, throttle the speed, or stop data entirely until someone approves more. Most businesses warn first and stop only on the hard limit.
Does this cover roaming outside the EU?
Yes, and that's usually where it pays for itself. Roaming can be barred by default and enabled per trip, so a phone landing somewhere unexpected doesn't quietly start costing money.
